Tower III at Calafia Condos, Resort and Villas, a 16-story luxury residential tower just steps from the Pacific Ocean in Rosarito Beach, is in the finishing stages and the first homeowners have begun taking residence.

Levels one through six are now complete and the first residents, on floor six, are Brad and Linda Billingsley, former residents of the Bay Area. The Billingsleys are among the increasing number of American expatriates taking up residence in the Rosarito area in northern Baja California, and specifically at Calafia Condos where 85 percent of the residents are U.S. citizens, according to Kathy Katz of Baja Real Estate Group.

Brad Billingsley says he has been traveling to Mexico for 45 years, from Mazatlan to Cabo San Lucas. As a child, his family camped along the Pacific and he visited “all the resorts.” “But I had never been to northern Baja until my daughter persuaded me to check it out,” he explained.

“I absolutely fell in love with Rosarito. It is like old Mexico -- not as metropolitan as all the Mexican resorts.”

Once they were ready to retire, the Billingsleys investigated every property for sale “from Playas to Ensenada” in Baja California, and said, “we didn’t find a better value or a community we liked better than Calafia.”

Their daughter and her family own a vacation residence in Tower II at Calafia as well as the daughter’s in-laws. “But we still checked out every other possibility,” Brad Billingsley said.

Calafia Condos, Resort and Villas is a gate-guarded beach community on the coast of northern Baja California. Just south of the historic city of Rosarito Beach and only 30 minutes south of the San Diego border, the nearby town of Calafia is home to charming shops, restaurants, clubs, art galleries, golf courses and more. Baja’s famed wine country is only a 40-minute drive and Puerto Nuevo’s lobster village is only a 25-minute drive away.

There are a lot of decisions you make in life,” Brad Billingsley explained “and this has got to be one of the best. Definitely one of the best decisions I’ve made in my entire life.”

According to Katz, Calafia’s luxury-class housing is available at prices well below California beachfront real estate. Prices range from $250,000 for a two-bedroom oceanfront residence to $650,000 for a 16th-floor penthouse. Two- or three-bedroom floor plans are offered with reserved parking and a variety of choices are available to personalize each residence, from granite countertops and kitchen cabinetry to tile floors and bathroom finishes.

“And Tower III is the most luxurious tower to date at Calafia,” the veteran Baja real estate agent said. “The 5,000-square-foot grand lobby that overlooks the Pacific Ocean boasts a theater and many entertainment options, a wet bar and intimate gathering areas.”

Calafia Condos is known for its picturesque 180-degree sunset views, according to Katz. The 130 families that reside in Towers I and II also enjoy a host of recreational amenities, including direct beach access, oceanfront swimming pool, private men’s and women’s whirlpool spas, exercise room and gym, tennis court, game room, fire pit, basketball court, sauna and steam rooms.

Brad Billingsley says the climate and the cost of living were a big factor in choosing northern Baja as their retirement home. “My wife doesn’t like the heat and so Arizona was out of the question. It is temperate here all the time.”

“We love to sit on our balcony and watch the boats come in at Popotla, a nearby fishing village,” he continued. “We drive down there and buy the fresh fish right off the dock. We can buy four nights worth of lobster for only $20. And when we fill up our shopping cart at the grocery store, it only costs $40. Yeah, this is a great place to live.”
